This course is aimed at equipping planners and other built environment professionals with key knowledge about the interactions between the planning system, the feasibility of developments and the likely impacts of strategic plans on the built form in Australian cities and regions. Australian is riddled with examples of planning schemes with grand visions of the future built environment, only to see the outcomes foiled by the simple fact that developers could not make a profit “building out” the plans.
Day 1 of the course will begin by providing some examples of these failed strategic plans. The workshop will describe the main stakeholders in the development process and provide an introduction to the development of a feasibility study for a project. You will also learn about data sources for feasibility analysis, testing for feasibility, how a developer would decide how much they would pay for a block of land and at end of the session you will construct a simple “missing middle” case study.
Day 2 of the course focuses on how you might apply your feasibility skills in making better strategic plans, using a Feasibility Guide for Planners written by Dr Cameron Murray. It will also examine some common myths about the interactions between development and planning and give you an opportunity to ask a developer a question you might always have wanted to ask.

- How to use feasibility analysis when writing a strategic plan.

This course is suitable for all planners and other built environment professionals who need to understand the details of property feasibility in their job. This includes strategic as well as development control planners who are interested in the real impact of their decisions on built environment outcomes.
Presenters:
Emeritus Professor Peter Phibbs resigned from the University of Sydney in 2021 after a 35-year career teaching economics to urban planning students at the University of Sydney and the University of Western Sydney. He has been involved in applied housing studies for over twenty years and has taken a lead role in devising affordable housing strategies in Australia. Peter's contributions to this course will draw on his expertise in planning for housing, the residential development process, housing finance and project risk assessment. He was the project manager for a series of courses on Feasibility Analysis for Planners delivered through the NSW Government's PLANED program in 2014-15. |

Dr Stewart Lawler, Property and Development Consultant, Keneco Property Pty Ltd Dr Lawler is a property development consultant. He commenced his career on-site in construction and, following part time study, progressed through contract administration and estimating to project management. Following completion of a Masters in Land Economy he moved into property development as a consultant on various projects. Other roles have included Development Manager for the Treadstone Company and Property Development Consultant for Knight Frank, the NSW Property Services Group and Kennards Hire. After becoming involved with property development training in the community housing sector, he completed PhD on capacity building in the community housing sector in 2012. Stewart also worked on the PLANED program. |

Dr Cameron Murray, Chief Economist, Fresh Economic Thinking, previously Research Fellow, Henry Halloran Trust - University of Sydney Cameron has an undergraduate degree in Property Economics as well as a Masters and PhD in economics. He has worked in the development industry and government before he began his academic career. He now runs a think tank called Fresh Economic Thinking. His PhD analysed the development of a strategic plan in Greater Brisbane. He is the author of leading academic papers analysing the relationship between planning and housing market outcomes as well as the co-author of an acclaimed book - The Game of Mates. His new book The Great Housing Hijack will be released in 2024. He was awarded the winner of the Planning Champion award for the 老澳门六合彩图库 NSW Planning Excellence Awards in 2020. |
