Parks and recreation amenities are crucial to strong, healthy, liveable places. Ensuring provision of public open space is strategically prioritised though our local and state government planning systems is key to the success of our town, cities, and landscapes. Understanding the quality, accessibility and performance of public spaces is critical to delivering places to meet community needs. While information related to the amount of open space is typically available, the quality of these spaces is not. Quality of experience is crucial to determine the success of an open space network and to understand gaps and priorities. This course will guide you through techniques for measuring park performance, function, and user experience.
This session will a follow on from 'Scoping and Planning Open Space and Recreation Strategy Projects' where we will introduce park performance as one of many tools available to open space planners and discuss the circumstances when these assessments are most helpful.
This course will focus on methods to measure functionality and performance of public spaces including;
- Performance assessment (from a visitor’s perspective, considering factors such as safety, comfort, sense of place, play etc.)
- Classification framework (park categorisation by function and hierarchy)
- Service standards (levels of service)
- Community engagement
- Observational data collection
- Using technology to assist with assessment
An important part of collecting and analysing data is interpreting findings to help meet planning objectives and recommend opportunities to apply the insights to provide a better outcome for those who need it most. For example, we’ll discuss ways to review the outputs in the context of equity across a region or area, and opportunities to help the community understand the results.
Learning outcomes
- Appreciate the aspects of open space that can be measured to better understand the quality of performance
- Be able to utilise a function/hierarchy classification framework to communicate quality of experience
- Understand the process, templates and inputs required to undertake performance assessments
- Recognise the role of communication, policy, planning and strategy to understand and utilise results of performance assessment

Kristin Davies
Principal Strategist, Emerge Associates.
Kristin has held senior and management positions across local governments and in private practice where she focussed on strategy, social policy, sport, social infrastructure, open space planning, land management and integrated placemaking. Kristin is currently the National President of Parks and Leisure Australia (PLA) where she has been a board member since 2018.

Joey has a strong commitment to meaningful and effective strategy development process including collaboration throughout, inclusive engagement and well considered practical planning.

If you cannot attend a course for which you are registered, you must cancel your registration no later than 14 days prior to the course. Registrations cancelled more than 14 days prior to the course date will not incur any fees and a full refund will be granted. If you cannot attend and you are within 14 days of the course date, you can transfer your registration to another PLANET course (of the same value) or to another person as a replacement attendee, provided we have at least 48 hours’ notice of your decision to transfer. We cannot issue refunds or credits.
