You will lead a small team and through collaboration with internal and external stakeholders, coordinate and facilitate Amendments to the Hume Planning Scheme as well as other strategic planning projects.
What you’ll be doing:
- The key responsibilities and duties of the role include:
- Monitor and undertake in depth analyse of strategic planning trends and issues relevant to the municipality, including the planning of growth areas.
- Identify opportunities for land use, development and infrastructure to support the achievement of the Community Vision and enhance the lives of the Hume community.
- Provide advice regarding the implementation of the Victoria Planning Provisions and other planning reform initiatives.
- Contribute to (and lead as appropriate) the development of land use, development and infrastructure strategies, policies and guidelines, including Precinct Structure Plans.
- Oversee the preparation of planning scheme amendments. This includes:
- Ensuring high quality drafting of local planning policy, planning provisions and supporting amendment documentation.
- Managing external requests for amendments to the Hume Planning Scheme.
- Co-ordinating and/or undertaking community engagement processes.
- Instructing or presenting submissions to Planning Panels and / or Advisory Committees.
- Lead the preparation of strategic planning projects, including the assessment and advancement of proponent led amendments.
- Oversee strategic planning projects led by others in the Strategic Planning Projects team.
- Prepare reports to Councillors and the Executive Management Team containing specialist advice and recommendations.
- Develop and foster strong working relationships with internal stakeholders, government agencies, adjoining Councils, and other stakeholders with respect to strategic land use planning, development and infrastructure issues.
- Provide direct support and assistance to the Manager City Strategy in managing nominated staff of the Strategic Planning Department and in accordance with Council polices.
- Assist the Manager City Strategy in the management of the financial resources of the Department including where directed the preparation of the Department budget and forecasts.
- Lead and oversee other projects within the City Strategy team as resources and capacity require.
The skills and experience you’ll bring to the role:
- Tertiary qualifications in urban and regional planning or related fields.
- Substantial experience in the preparation and implementation of complex strategy plans and planning policies.
- Demonstrated experience and understanding of the Victoria Planning Provisions including the preparation of planning scheme amendments.
- Demonstrated experience in the preparation, implementation and reporting of major strategic planning projects.
- Demonstrated experience in negotiating and administering the preparation of legal agreements, including Section 173 Agreements.
- Current driver’s licence.
